Is radio allowed to tack like that?
I think that he doesn't owe me room there, but tacking is a different story.
System Info:radio4095 was given a pen at t=126 (RE:Tack). radio4095 raised the P flag at=129.

13 WHILE TACKING
After a boat passes head to wind, she shall keep clear of other boats
until she is on a close-hauled course. During that time rules 10, 11
and 12 do not apply. If two boats are subject to this rule at the same
time, the one on the other’s port side or the one astern shall keep
clear.
radio breaks r13, he had absolutely no rights to tack there.

Radio gets a penalty for R13.
Further he does not comply with 44.2 and protests to avoid spinning. Still he doesn't file his protest. Possible R2?

Well spotted StRoch! I had not watched the whole race replay. I see that dixtroux does not hail. Therefore this protest is invalid as per RRS61.1.a as well as sailx SI's R61.1.
Even without radio4095's explanation as to why he hailed protest we cannot presume he was abusing the protest system so we should probably not open a R2 hearing unless the parties to this protest specifically request one and present clear evidence of a violation of the principles of good sportsmanship and fair play.
Curently this protest is invalid.
