Press the I key when watching the racelet to see boat velocity.
21.3 A boat moving astern by backing a sail shall keep clear of one that is
not.
Okole is on port
SONRISAS is on starboard.
t=-6.9 SONRISAS backs his sail and starts to sail backwards. He is now the keep clear boat as per R21.3.
t=-4.2 SONRISAS sheets in but is still travelling backwards so is still the keep clear boat as per R21.3.
t=-3.2 contact occcurs and SONRISAS is still travelling backwards so is still the keep clear boat as per R21.3
SONRISAS breaks R21.3

Okole, i was sail backwards to avoid collision with BlackDog824 by R11; for that reason i sailed backward.
But i think that in the moment you crash with me, i have R10, and when i inflate the mainsail you could change course and spend my stern
The R21.3 does not apply because I was sailing when you crashed me

Rule 10 requires the boat on port to remain clear of the boat on starboard.
Rule 21.3 requires a boat moving astern by backing a sail to remain clear of one that is not.
These rules are not mutually exclusive, and they can both be applied at the same time. That is, Okole must remain clear of sonrisas, and sonrisas must remain clear of Okole. If boat boats fail to take action to avoid a collision, there is no reason why both boats cannot be DSQ'd.
I believe that this will happen here, unless one or both of you can present an argument as to why you were unable to remain clear.

When rule 21 or 22 applies between two boats, Section A rules do not.
SONRISAS - Rule 21.3 continues to apply until you stop sailing backwards. Sheeting on/inflating your mainsail does not turn off the rule. Press 'i' during the replay, and you see that your speed ('V:xx') is about -0.1 at the time of the collision.
There is a good call on this scenario in the Team Racing Call Book: See Call B9.

Hi SONRISAS,
I submitted this protest to learn.
I was unsure if I had to keep clear of you as you suggest according to R10 while at the same time you keep clear of me according to R21.3, as Enterprise says.
I did start to bear away to avoid you but remembered R21.3 and thought that maybe you were THE keep clear boat out of both of us so held my course as the definition of keep clear says I can. (The keep clear boat must allow the other boat to sail their course)
I could not find the TRCB Call that BigNeil posted. Thanks BN! I know it was a close call and maybe we should both request an RAF!

It's not about winning the protest but mostly about learning in situations where I am unsure of the rules. I was not 100% sure I could hold my course and there was a possibility I broke R10 by hitting your stern.

Rule 21.3 Moving Astern
Question
Shortly before the start, A and X are sailing ahead very slowly, A half a length ahead
of X. A is in danger of crossing the starting line before the start and briefly backs her
mainsail. This causes her to sail backwards toward X. She then stops backing her sail
but continues to move backwards towards X. X maintains her position, and there is
contact. X protests. What should the call be?
Answer
Rule 21.3 requires a boat moving astern by backing a sail to keep clear of one that is
not. Although A is no longer backing her sail, she is moving astern because she
backed her sail, and is still subject to rule 21.3. A fails to keep clear and breaks rule
21.3. Penalize A.
A boat is 'moving astern by backing a sail' and therefore subject to rule 21.3 if she is
moving astern through the water, and she initiated or assisted her sternwards motion
by backing her sail. If she ceases to back the sail, but is still moving astern, she is still
subject to the rule.
