I was simply tryin to round the mark and keep clear of aluminum. I was not planning on takeing anyone up, I turned to the next mark reasonably quick enough.
System Info:shooby was given a pen at t=124 (RE:Rule 17 - Overlapped, proper course). shooby raised the P flag at=126.

Well you clearly had enough space to round the mark without hitting the boat below you and it looked like you were heading up into the boat above you for no reason

How much Room shooby takes here is irrelevant.
Shooby is the ROW leeward overlapped boat as per rule 11
As the ROW boat shooby can luff kyle104 and sailfast14 up to HTW if he wishes.
Shooby is only limited by Rule 16.1 and Rule 2.
No rule in the rule book says that shooby, as the ROW boat, must sail his PC here. Remember that shooby is the ROW boat.
Decision:
kyles104 breaks R11 does not exonerate so gets a DSQ
