Parris was not keeping clear when he had a penalty turn to complete, he pushed me into the marking giving me a spin to do. not 100% sure if im in the right, just seemed a little unfair

Chromate Hello, what protests, that rule?. It seems hasty to make a protest like this, however, and trying to avoid problems, I pressed t, but, like I said, there was no name on the list, so I could not charge me the penalty.
Still, I spin later, as you can see.

Hi guys, it would be nice if you discussed the rules between yourselves first. Then you would learn them.

Facts
Parris enters the leeward mark zone inside overlapped with racco so racco owes Parris markroom under R18.2b.
parris is inside overlapped with Chromate, so Chromate owes Parris mark room under R18.2b.
Racco enters the zone with Chromate clear astern, so Chromate owes racco mark room under R18.2b.
Parris is very wide of the mark and bears away to douse his spinaker and hits racco breaking R11
Racco is penned by the RE R18 mark room.
Parris starts luffing to round the mark whilst Chromate luffs to sail inside PArris.
Parris reaches CH and sails close to the mark.
Chromate is squeezed between Parris and the mark and hits the mark breaking R31, then hits Parris breaking R11 & R18.2b.
Parris then hits the mark himself breaking R31.
Racco protests Parris.
Chromate protests Parris.
Parris spins once.
Chromate does not spin and stops flashing when the protest is prefiled.

Discussion
Parris may or may not have fouled in his collision with racco. That is the subject of a seperate protest.
Until Parris starts taking a penalty turn if required, he retains full rights and Chromate must give him mark room. He does not and breaks R18.2b and R11.
Parris is far from the mark and Chromate is entitled to sail between him and the mark but at his own risk.
Parris is entitled to luff subject to not breaking R16.1. He breaks R16.1 because Chromate has no means of keeping clear without hitting the mark.
Parris cannot be exonorated for breaking R18.2b by R18.5b because he is not sailing his proper course whilst rounding the mark. His proper course is not to hit the mark.

Decision

Chromate breaks R18.2b and R11 does not exonorate DSQ
Parris breaks R16.1 spins to exonorate.
