I enter the zone clear ahead at t:305.4 and under rule 18.2 (b) rongotai must give me mark room
System Info:brgdude was given a pen at t=307 (RE:Rule 16.1 - Changing course, room). brgdude raised the P flag at=321.

R18 says that I have to give you room to round the mark in a semanlike manner. You took far to much room. I was waiting for you to head up and round the mark properly.

18.5 Exoneration
When a boat is taking Mark-Room to which she is entitled, she shall
be exonerated
(a) if, as a result of the other boat failing to give her Mark-Room,
she breaks a rule of Section A, or
(b) if, by rounding the mark on her Proper Course, she breaks a
rule of Section A or rule 15 or 16.
Mark-Room - Room for a boat to sail to the mark,
and then Room to sail her Proper Course while at the mark. However,
mark-room does not include Room to tack unless the boat is overlapped
to windward and on the inside of the boat required to give Mark-Room.
Room - The space a boat needs in the existing
conditions while manoeuvring promptly in a seamanlike way.
Facts:
rongotai owes Mark-Room to brgdude as per R18.2.b.
rongotai cuts inside of brgdude so is not giving Mark-Room and breaks R18.2.b.
A boat's PC is his course to finish fastest.
Mark-Room includes Room to sail her Proper Course while at the mark.
Room includes space required in the existing conditions.
In 17 knots of wind far more Room will be required.
Decision:
rongotai breaks r18.2.b does not exonerate so gets a DSQ
brgdude breaks R16.1 but is sailing his PC while rounding the mark so gets exonerated by R18.5.b.
