To file a protest there are several ways:

Go to Pending Protests page and there you'll find the list of incidents where you raised the P flag during a race
In the Pending Protests page you can also list the incidents where other sailors raised the P flag, those incidents are also protestable under the current SailX SIs
You can go to Info->Replays & Regattas page, there you can locate a race and a Protest link is available to file a protest.
